Deputies said the incident, which took place the morning of Dec. 26 at the Jamison Loop Apartments in Kissimmee, has resulted in animal abuse charges against the man, identified as Marco Zuluaga.
Lopez said deputies met with apartment complex management who showed them video of 28-year-old Marco Zuluaga slamming his Australian Shepherd onto the concrete floor outside an apartment unit.
