The area around the park is very safe. I would not want to be walking around any area of Brooklyn after 11:00pm but during the morning, day and early evening it is very safe and the area is very busy because of both the gardens and the Brooklyn Museum. Add Prospect Park too this time of year and there are people all over so you should be fine. Check out the nice restaurants down Washington Avenue too. You have some great choices.

To answer the first question, yes there is parking behind the Brooklyn Museum and it is very reasonable. The parking lot is rarely full except when there is a special event either at the museum or the gardens. There is a very nice restaurant in the Brooklyn Botanical Garden and the food is good but expensive. There are more nice reasonable places to eat when you exit the gardens from the back on Flatbush Avenue, which is gentrifying fast. Try Family Pizza or Camilla's Jamaican Food. I have seen people with water bottles in the park and there is eating in the gardens but they do expect you to clean up after yourself. They do not like trash in the gardens. There is always something in bloom at the gardens. The water lily's are in bloom now. The rose garden is past as well as the tulip garden. Don't miss the rain forest display and the sub tropical gardens as well. When you are done at the gardens, check out the Brooklyn Museum, Prospect Park and the Zoo and the Carousel and the Wyckoff House inside Prospect Park. These can be reached by exiting the park from the back. There is LOADS to do in this area of Brooklyn.
