It's a pity there seems to be no joined up organisation keeping control over development, conservation, cleaning and marketing. The city council must have some responsibility?

Planning is really bad and the small number of good shops and value quality restaurants is disappointing but all in all people do have a good time down here and serendipity can produce some amazingly upbeat and fun days and nights out. There is something called the 'Waterfront' which takes a levy off the business rates but seems to be bumbling ineffectual and often shambolic. I think the Barbican's character and liveliness is thriving and evolving despite that organisation.
